It turns out that Armenia is reminding the Azerbaijani border guard and customs bodies that they need to charge fees from residents of Armenia and foreigners traveling via the Goris-Kapan motorway or intervene in other rights. This is what Human Rights Defender of Armenia Arman Tatoyan wrote on his Facebook page and particularly added the following:
“In this case, perhaps the official who made such a statement will also clarify the amounts of fees and duties that the Azerbaijani legislation provides for, what rights people have when they are charged, whether the payments will be made in Armenian Drams or foreign currency, what the procedure for submitting complaints will be and how the official is preparing to protect the rights of citizens. How will the lives of residents of nearby villages be organized? It turns out that they will be in the zone of customs and border control of the Azerbaijanis.
Perhaps the Azerbaijani authorities will be deprived of jurisdiction over that motorway after delimitation and demarcation since the international mechanisms for human rights protection allow for this.”
