The human rights defenders (ombudsmen) of Armenia and Artsakh (Nagorno-Karabakh) have published a joint ad hoc public report—in English—on the facts of fictitious peacebuilding by Azerbaijan as a long-term threat to human rights. This is reported on the Facebook page of the Ombudsman of Armenia.

This report is about that an honest and trust-based dialogue is needed for the protection of human rights and real peace in conflicts. This dialogue is first and foremost needed between societies as a long-term guarantee of peace, and it is important that countries do not make political directives or artificial interventions in it.

The path to true peace presupposes that political factors cannot influence the protection of human rights.

And the main factor is that a country’s not being recognized or the political status of any territory can not be an obstacle to the protection of the rights of the people living there.

This report, presenting various peacebuilding initiatives related to Artsakh since the 1990s, has reflected on the Baku-Tbilisi platforms in 2016 and 2017, which were launched by the Azerbaijani side immediately after the April 2016 war that was accompanied by Azerbaijani atrocities.
