Artur Hovhannisyan, 52, a resident of Armenia’s Syunik Province, was brought to the Kapan city police department Thursday, shamshyan.com reported.

At around 7:40pm on the same day, the Kapan police had received information that shots were being fired in Kaghnut village of Kapan.

The police who arrived at the scene and found out that these shots were fired by Artur Hovhannisyan—and from his own weapon.

Hovhannisyan is the prefect of Kaghnut, and he justified the shooting by saying, "Today is my birthday," and he had fired from his hunting rifle during his birthday party.

Some time later, Artur Hovhannisyan was released, but his firearm was confiscated.

The police are preparing materials on the incident.
