YEREVAN. – Hraparak daily of Armenia writes: [PM] Nikol Pashinyan [of Armenia] has successfully thwarted Artsakh [(Nagorno-Karabakh)] President Arayik Harutyunyan's plan to fill the Artsakh government with non-governmental representatives, and apply a coalition governance model.

Although, according to preliminary discussions, a number of key [Artsakh] government officials—including State Minister Artak Beglaryan and others—should have resigned already in recent weeks, so far only one—the Minister of ESCS [(Education, Science, Culture and Sports)]—has been replaced, whom Harutyunyan has appointed as his adviser.

By his decree yesterday, the Ministries of Economy and Agriculture were separated, giving the impression that he is making another personnel change, and the plan is in force.
