Armenia is among the countries with a hybrid regime in the Democracy Index 2021, which is compiled by the Economist Intelligence Unit.

The index divides countries into four groups: full democracy, flawed democracy, hybrid regime, and authoritarian regime.

In compiling this report, the experts take into account the electoral processes and pluralism, functioning of government, political participation, political culture, and civil liberties.

Accordingly, the electoral processes and pluralism in Armenia were rated 5.5, functioning of government—5.71, political participation—6.11, political culture—3.13, and civil liberties—5. Thus, Armenia's total score was 5.49, which puts the country 89th in the Democracy Index 2021.

Moreover, with this index Armenia occupies the best ranking in its region. Georgia—which is also considered a country with a hybrid regime—is ranked 91st, with a total of 5.12 points. Turkey ranks 103rd, with 4.35 points, whereas Azerbaijan and Iran are among the countries that have an authoritarian regime.
