Russia Foreign Minister Sergey Lavrov said that the Ukrainian side is dragging out the negotiations at the behest of the USA.
"We are ready for the second round of the negotiations, but the Ukrainian side is dragging out the time at the behest of the USA," the minister said, according to Komsomolskaya Pravda.
