High-ranking European Union diplomats have agreed to include Chelsea football club owner Roman Abramovich on a sanctions list.

According to a source, the unofficial green light to put Abramovich on the list was given at a meeting on Sunday, EU representatives will meet again on Monday to adopt the measure as well as an additional set of economic sanctions against Russia.

The sanctions do not take effect until they are published in the EU's official journal, which usually happens within hours or the day after official approval.

As part of the EU's fourth set of sanctions against Russia, the EU will ban exports to Russia of luxury goods, including expensive cars.

It will also ban imports of Russian steel and iron products, European Commission President Ursula von der Leyen said earlier.

EU foreign policy chief Josep Borrell said that the new sanctions would affect people working in the Russian steel industry as well as those who provided financial services, military products and technology to Russia.

Abramovich is already blacklisted in Britain. He has a Portuguese passport, which means that Portugal could in principle refrain from imposing on him the asset freeze and travel ban adopted at EU level.
