The decision on Russia's withdrawal from the Council of Europe has been taken, Peter Tolstoy, the Vice-Speaker of the State Duma, the head of the Russian delegation to the PACE said.
According to him, the corresponding letter by Foreign Minister Sergey Lavrov was handed to the organization's Secretary-General.
He also noted that Russia withdraws from the Council of Europe of its own free will - a balanced and considered decision.
