Any situation that negatively affects the lives of civilians is of great concern to the International Committee of the Red Cross (ICRC). This was stated by the head of the ICRC mission in Artsakh (Nagorno-Karabakh), Nicolas Fleury, when asked by Artsakhpress about the current humanitarian catastrophe in Artsakh—and due to Azerbaijan’s actions.

"We see that people are trying to find alternative ways to heat their homes and prepare food. We also are witnessing how various spheres (…) of public life suffer from the disruption of natural gas supply. The ICRC sympathizes with the civilian population [of Karabakh] in these difficult times. We also are concerned and trying to help. Our goal is to assist, especially the educational and healthcare institutions," the head of the ICRC mission in Nagorno-Karabakh added, in particular.
