The United States expresses its serious concern about Azerbaijani troop movements in Nagorno Karabakh and views these and other escalatory measures as irresponsible and provocative, State Department Deputy Chief of Staff Jalina Porter said at a briefing to reporters Friday.
She said that the troop movements and other escalatory measures were irresponsible and created unnecessary provocation.
