Talks are underway, contacts are made with Armenia on the matter of recognition of Nagorno-Karabakh's independence, but there is no progress so far in this regard. Artsakh (Nagorno-Karabakh) Minister of State Artak Beglaryan said this in an interview with RIA Novosti.

According to him, it can be argued that, in fact, Armenia has recognized Nagorno-Karabakh, as horizontal ties "as equals" are maintained between the two republics.

He noted that a comprehensive settlement of the Nagorno-Karabakh conflict seems impossible in the foreseeable future, as the respective positions of Artsakh and Azerbaijan are diametrically opposed.

Beglaryan stressed that the main difference in this regard is that for Azerbaijan this is a matter of "prestige, ambitions," whereas for the people of Karabakh—“a matter of life and death, their existence, and historical justice.”
