The public administration system of Artsakh (Nagorno-Karabakh; NK) is no longer able to effectively manage all the risks—from security to the normal development of the country—which will be hanging on Artsakh's head today and in the coming years. Tigran Abrahamyan, an MP from the opposition "With Honor" Faction in the National Assembly of the Republic of Armenia (RA) and a security expert, wrote about this on Facebook Monday morning.

"The problem here is systemic, and in new situations it must undergo radical transformations.

A process of constitutional amendments is expected in Artsakh in the near future, the works of which have started back at the beginning of the year, but these amendments, although they imply several key revisions, do not solve the problem of confronting, neutralizing, and managing the main threats.

The process of alienation of Artsakh that started in RA in 2018, the tragic consequences of the 44-day [Artsakh] war [in the fall of 2020], and the RA authorities' position on the NK conflict issue forces Artsakh to completely review the status quo—from internal politics, economy to the state system—, and to go into crisis management.

This implies a systemic, ideological, and radical change of the main actors," Abrahamyan added.
