During the war unleashed by the Azerbaijani leadership against Artsakh, under martial law, from October 30 to November 9, while organizing the defense of the city of Shushi and surrounding areas, Lieutenant General Mikael Arzumanyan neglected his official duties by neglecting and improperly performing them, which led to serious consequences through negligence. As a result, the enemy armed forces completely took control of Shushi and its surroundings, and the AO units suffered losses and casualties, the press service of the Investigative Committee of Armenia informed NEWS.am.

The lieutenant general did not ensure the successful fulfillment of the assigned tasks, did not provide the necessary assistance, and did not ensure the stability, efficiency and continuity of the use of troops.

Arzumanyan had had a special rifle company of 365 soldiers at his disposal in the direction of Shushi since October 27 but did not participate in battles.

The Artsakh Defense Minister said until November 6 that he continued to carry out tasks in the direction of Shushi, while on November 5 the enemy had already penetrated into the city. The mentioned units were involved in the operation untimely. Another 650 servicemen who could have taken part in the operation to defend Shushi were not involved in the fighting.

The lieutenant general did not order the deployment of troops in an uncovered area near Shushi, and did not organize the defense of the right flank.

One of the unit's battalions was positioned between the Shushi-Qarin Tak junction and the Isaak Spring area, while the enemy had already taken control of the Qarin Tak portion of the Shushi-Lisagor road. That resulted in the threat of encirclement and losses of the personnel, although the unit in question had been ready to take part in combat operations since November 1.

Arzumanyan has been charged with negligence and has been detained. A preliminary investigation is underway.
