US Congressional Armenian Caucus members Frank Pallone, Gus Bilirakis, Jackie Speier, David Valadao, and Adam Schiff have sent a congratulatory message to President Arayik Harutyunyan of Artsakh (Nagorno-Karabakh) on the latter’s 31st anniversary of the independence.
