The EU will discuss the possibility of introducing a ceiling on the price of Russian gas, Bloomberg reports citing an internal EU document.

In a note on Russian gas imports, the EU outlined two possible instruments: a ceiling price on imported gas and administrative pricing during emergencies for regions most affected by supply disruptions. These proposals will be discussed with experts from Member States at a technical meeting on 7 September.

European Commission President Ursula von der Leyen said last week that she was convinced that Russian gas prices should be capped. However, diplomats say member states remain divided over such a move, fearing it would bring Russian flows to a complete halt.

In the document, the commission stressed that although Russia has already cut supplies to the EU drastically, this option should only be considered if the EU is ready to go for a complete break.

The price ceiling should be designed in such a way that Russia feels worse when gas supplies are cut off than when the price cap is met, the commission’s document says.
