The CSTO mission has not yet arrived in the escalation zone on the border between Armenia and Azerbaijan, Russian presidential spokesman Dmitry Peskov said, RIA Novosti reported.
"(The CSTO mission) has not arrived yet, as far as I know. After all, the decision was made only late last night, it still has to be formed," Peskov told reporters.
