The French Senate has presented a draft resolution calling on the government to discuss the creation of a humanitarian office in Nagorno-Karabakh.

It calls for sanctions against Azerbaijan and the immediate withdrawal of its forces from Armenian territory, the implementation of a cease-fire agreement of November 9, 2020 and the promotion of any initiatives aimed at establishing a lasting peace between the two countries.

According to the draft resolution, the repeated aggression of Azerbaijani military forces in Nagorno-Karabakh and in the southern and southeastern regions of Armenia is a violation of the sovereignty of that state and the cease-fire agreements concluded between the two sides.

The Senate, bearing in mind Resolution No. 26 (2020-2021) on the need to recognize the Nagorno-Karabakh Republic, adopted by the Senate on November 25, 2020;

testifying to the reports of the European Commission against Racism and Intolerance of the Council of Europe and the UN Committee on the Elimination of Racial Discrimination that the Armenian population living in Azerbaijan cannot live freely, taking into account that the security and freedom of the Armenian population living in Nagorno-Karabakh is not guaranteed by the Republic of Azerbaijan, taking into account that the Nagorno-Karabakh conflict and the conflict between Azerbaijan and Armenia is in a particularly unstable region which is near the European Union

The authors of the draft resolution condemned violations by Azerbaijan of the International Convention on the Elimination of All Forms of Racial Discrimination of 4 January 1969 and called on the Azerbaijani authorities to comply with international agreements and conventions aimed at ensuring the security of the Armenian population and their rights.

The resolution called on the Government to consider all diplomatic and economic consequences of these new attacks and to consider, together with its European partners, the strongest measures of response, including seizure of assets of Azerbaijani leaders and an embargo on gas and oil imports.

The sponsors of the resolution urged the government to discuss the creation of a humanitarian office in Nagorno-Karabakh, to show French support for Armenia by all means, especially given the strengthening of Armenian defense capabilities to ensure its territorial integrity.

In addition, the French government was urged to immediately take any initiative to guarantee the security of the Armenian population and Armenia within its internationally recognized borders, and to this end it was asked to deploy an interim force under the auspices of the international community.

The resolution reaffirmed the need to recognize the Nagorno-Karabakh Republic and to turn this recognition into a tool for negotiations to establish a lasting peace.
