Yesterday a document appeared online, which is allegedly discussed by Yerevan, Baku, Ankara and Washington. The document was reportedly discussed on September 27, 2022 in Washington during the meeting of Armenian Security Council secretary Armen Grigoryan, Azerbaijani President's aide Hikmet Hajiyev and U.S. Presidential National Security Adviser Jake Sullivan. It is also alleged that the paper was the key topic of conversation between Pashinyan, Aliyev and Erdogan in Prague as well. It is pointed out that the United States is the organizer of the discussions.
Former member of the Russian Federation Council Frants Klintsevich spoke to NEWS.am about the most important points of the supposed document.
• The foreign ministers of the two countries will start time-bound talks to prepare and finalize the text of the peace treaty by the end of the calendar year.
Klintsevich regretfully noted that the Armenian leadership today looks more toward the U.S. than toward Russia. "Armenia is being used in these negotiations to oppose Russia. Then Yerevan will try to restore relations with Moscow, but it will be extremely difficult to do so, because a lot will be both signed and announced. Armenia will not be able to stay on four chairs, so it is necessary to decide, and Yerevan has already decided. All these trips, the work of Armenian elites, which is there, they are counterproductive. The ultimate goal of the U.S. is to remove the Russian military base from Gyumri, as well as to stop all contacts between Armenia and Russia.
Armenia is being squeezed from all sides today. The only thing that today preserves Armenia's sovereignty and allows it to be an independent state is the Russian Federation and the presence of Russian forces and means.
A big mistake is being made on Armenia's part, which will lead to big problems and serious tragedies in Armenia due to what Yerevan is trying to play. Yanukovych played and lost. He betrayed Russia, having a lot of support and money from Russia. Then we rescued him. I think the same will be true for Armenia in the near future," the expert noted.
• The Azerbaijani government will appoint a representative to work with a similar representative of the Armenian ethnic community of Nagorno-Karabakh and hold discussions on the rights and security of the residents of Nagorno-Karabakh. The representatives will ensure the transparency of the discussions to the international community. The sides will also jointly discuss the role of international observers without prejudice to the sovereignty of Azerbaijan, as well as to ensure the protection of the minority group in Nagorno-Karabakh.
Based on this point, the U.S. attempts to get Russian peacekeepers out of Karabakh, according to Klintsevich, become even more obvious. "This is what will happen if Armenia goes along with the U.S., especially since we see formal speeches by "smart" and paid people who are now making hit-and-run attacks on Russia.
After the withdrawal of peacekeepers, the border guards will leave, and the state sovereignty of Armenia will be lost, and Russia will not be able to correct it later, because it will have to correct it very hard and with the use of force and means. Today I see such a tendency. I do not know how it will end, and I do not understand this situation. The consequences for Armenia will be simply colossal, as the Americans, who do not reckon with anything, usually do. They have always used the situation, squeezed it out, and then what will be.
During the negotiation process, you can try to find opportunities to achieve a special status for Nagorno-Karabakh. There is the example of Kazakhstan and everything related to Baykanur. Although the USA is trying to find people with a national aspect here as well, who put forward certain requirements.
We need to carry out this complicated negotiation process regarding Karabakh, to find common points of contact. I think they can be found, though Aliyev is pressed by his nationalists to the maximum, saying that this territory was once Azerbaijani. We should all be "grateful" to Grandpa Lenin, who arranged these far-fetched things. Subsequently, they could have been corrected, but, nevertheless, some people thought that this would not interfere with the friendship of peoples and laid time-bombs.
The situation in Karabakh was once created artificially: they took the Armenians and handed them over to Azerbaijan. How do you understand that? And when the division began, it began and sparks, and today the situation cannot be changed in any way. There was a period when there was a reasonable policy, it was about the approach of Armenia on Karabakh. These were reasonable and right decisions. But the people from the outside, who were against it, wanted a massacre. In the end they set up people who live on a mine," the ex-senator stressed.
• The sides pledged to continue discussions to establish a route for ground communications between Azerbaijan and Nakhijevan, including reciprocal access for Armenia through Azerbaijani territory.
The expert also described the issue of unblocking communications as very difficult. "Armenia will not be held back. It will be forced to create this corridor. But once it is created, all the problems will increase further. Eventually it will lead to the loss of sovereignty.
Armenia can declare, "Why the hell should we give this corridor through its territory? Let them fly, let them travel by train, let them pass by car. Armenia should clearly understand that this is its territory, and all these corridors are subjective things. Build the railroad, build economic relations, but the sovereignty cannot be violated, the territory cannot be taken away. While promoting this position, Armenia can only count on Russia, but it is not Russia which Armenia has staked on," stated Klintsevich.
