On September 13, Azerbaijan launched an unprovoked military aggression against Armenia. Prime Minister of Nikol Pashinyan Armenia stated this in his address during Friday’s regular meeting of the Council of Heads of State of the Commonwealth of Independent States (CIS) member countries.

"I want to clearly state that this was not a border conflict or clash, but a direct, undeniable attack against the sovereignty and territorial integrity of Armenia. This aggression of Azerbaijan was discussed at the UN Security Council, the majority of whose members condemned Azerbaijan's illegal military operations. The aggression was condemned by the international community, too.

The Azerbaijani attack was deliberately directed against the civilian population and vital civilian infrastructures [of Armenia]. (...).

As a result of the aggression, the number of [Armenia’s] casualties and missing persons has now exceeded 210, of which three civilians were killed and two are missing. [A total of] 293 servicemen and eight civilians were injured. The number of missing soldiers is 28. The Azerbaijani side itself disseminated shocking videos of torture, mutilation of the bodies of captured [Armenian] persons or already dead soldiers (...).

After this attack, the rhetoric of Baku and other Azerbaijani sources shows that Azerbaijan has intentions to occupy more territories of Armenia—which must be prevented.

I would like to emphasize that the risk of new aggression by Azerbaijan remains very high (...). The regional security organizations’ inadequate reaction (…) to the created situation could be another factor of further escalation [of tension]," the Armenian PM added, in particular.
