Russia has always said that it is open to negotiations on Ukraine, if Kiev matures, then mediation efforts of those who offer will be in demand, Russian President Vladimir Putin said, RIA Novosti reported.

"We have always said that we are open (to negotiations with Ukraine). We even reached certain agreements in Istanbul, these agreements were in fact almost initialed. As soon as the troops withdrew from Kiev, the Kiev authorities immediately lost the desire to negotiate. If they mature to this, please, then probably mediation efforts of all those who are interested in it will be in demand," Putin said during a press conference following his visit to Kazakhstan.

According to him, Kiev has made a decision banning talks with Russia.

"India and China always talk about the need to establish a dialogue, to solve everything peacefully. We know their position, they are our close allies, partners, we respect their position, but we also know Kiev's position. They kept saying that they wanted negotiations and sort of asked for this, but they made an official decision that forbids these negotiations. What can we talk about here?" he said, referring to the possibility of China and India joining the settlement in Ukraine.
