Russian President Vladimir Putin said that the world is changing and truly becoming multipolar. His remarks came at a meeting of the Council of the Heads of Security Agencies and Special Services of the CIS member states.

According to him, some participants in international communication are trying to maintain their wobbly hegemony at any cost, using a wide range of political, military, economic, informational and other methods and means - from breaking the legal mechanisms of strategic stability to imposing unilateral sanctions against those who disagree with their policies.

"They even use direct acts of sabotage. I am referring to the organization of explosions on the international gas pipelines of Nord Stream. In fact, we are talking about the destruction of the European energy infrastructure. And this is being done despite the fact that such methods, so to speak, of course, cause enormous damage to the European economy and significantly worsen the living conditions of millions of people. And, in fact, they keep quiet about who did this and who is interested in this.

The tactics of blackmail, pressure and intimidation have long been used by some countries practically throughout the entire territory of the Commonwealth. Thus, the attempts to implement "color revolutions" scenarios do not stop, the map of nationalism and extremism is actively used, and armed conflicts directly threatening the security of all members of the CIS are fomented.

What they achieve - those who do it - we can see on the example of Ukraine, which has become a tool of American foreign policy. The country has actually lost its sovereignty and is directly controlled from the United States, which uses it as a battering ram against Russia, against our Union State with the Republic of Belarus, and against the CSTO and the CIS as a whole.

The true attitude of the United States to its satellites is clearly visible. Almost immediately, the Ukrainian territory was turned into a testing ground for military and biological experiments, and now they are pumping weapons, including heavy ones, leaving unnoticed the statements of the Kiev regime about the desire to get nuclear weapons. After all, it has been said publicly by the Kiev authorities about this - no, everyone keeps quiet. We also know about the plans to use the so-called dirty bomb for provocations," he said.

Putin noted that the danger posed by ISIS, al-Qaeda and other terrorist groups is not diminished. "They are trying to infiltrate into the CIS countries, forming clandestine cells, and the concentration of militant groups in Afghanistan, especially near the borders with the Central Asian republics, of course, carries the potential risk of invading this region.

Clearly, neither the Commonwealth as a whole nor our individual countries have yet faced such complex threats. And our common task is to protect our peoples as much as possible from them, to strengthen stability and peace in the Commonwealth, and to continue the development of mutually advantageous integration processes that over recent decades have become an example of truly partnership relations.

Today, it is important to mobilize all the forces and resources that you have been entrusted with addressing these tasks. And, of course, to make full use of the experience and contacts we have accumulated, which - as we have seen more than once - significantly increase the potential and effectiveness of each service.

One of the priority tasks is jointly countering attempts to interfere in the internal affairs of the Commonwealth of Independent States. We know what that is. To do this - to counter this - it is necessary to more actively uncover and suppress the work of foreign intelligence services aimed at destabilizing the situation in each individual CIS member state," he said.
