The Azerbaijani side constantly raises the issue of opening what it calls a "transport corridor" through the territory of Armenia. The position of the Republic of Armenia on this issue has not changed. There cannot be a road or a transport route on the territory of Armenia according to the logic of the corridor, Secretary of the Security Council of Armenia Armen Grigoryan said in his speech at the 10th meeting of Secretaries of Security Councils of CIS member states.
"I have repeatedly stated this and I would like to stress once again that there is no mention of such corridors in the trilateral statements of the leaders of Armenia, Russia and Azerbaijan dated November 9, 2020, January 11 and November 26, 2021, as well as in the presidential decree No. 695 dated November 10, 2020 "On measures to maintain peace in Nagorno-Karabakh." We therefore consider arbitrary and unrealistic interpretations of the agreements reached to be unacceptable.
At the same time we are interested in the real solution of the issue of the unblocking of the communication channels in the region and we support the activities of the trilateral working group, established under the joint chairmanship of the Deputy Prime Ministers of the Republic of Armenia, Republic of Azerbaijan and Russian Federation.
The activity of this working group proceeds from the fact that the transport infrastructures, which are under reconstruction and construction, should function within the framework of the national legislation and under the full sovereignty of the states through which they pass. Proceeding from this, the Republic of Armenia is ready to open the roads as soon as possible. Moreover, the draft decision of the Government of Armenia on the opening of three checkpoints for the transport communication between the western regions of the Republic of Azerbaijan and the Autonomous Republic of Nakhchivan has long been in official circulation.
However, as we can see, the Azerbaijani side is not interested in a real resolution of the issue in such a constructive way and keeps proposing the "corridor" option, which is unacceptable for Armenia. In a word, it is very difficult to conduct dialogue and reach agreements with those who have no desire for dialogue and pursue completely different goals.

In the context of the abovementioned I would like to draw your attention to the fact that we are talking about the opening of all communications in the region, and sometimes it is ignored or not mentioned that according to the 9th point of the statement of the leaders of Armenia, Russia and Azerbaijan of November 9, 2020: "All economic and transport communications in the region will be unblocked". In other words, communications should be open not only to Azerbaijan, but also to Armenia.
That is, this is not a one-way street, but a comprehensive process, which should benefit all parties. In particular, Armenia is interested in using the communication routes passing through the territory of Azerbaijan in order to carry out cargo transportation in both directions."
