In his speech at the IX Summit of the Organization of Turkic States in Samarkand, Uzbekistan, the president of Azerbaijan, Ilham Aliyev, made repeated accusations and threats against Armenia. Also, he completely denied all accusations of military aggression by his country.
"Although the second Karabakh war ended two years ago, Armenia continues to carry out military provocations on the border with Azerbaijan. The last such provocation took place in September of this year, and the armed forces of Azerbaijan had to take retaliatory action to prevent the large-scale military provocation of Armenia," he said.
Aliyev added that the armed forces of Azerbaijan "occupy positions on the native land" on the Armenian border. Thus, the president of Azerbaijan confirmed that he has no intention of leaving the occupied sovereign territories of Armenia. At the same time, Aliyev reminded that the leaders of Azerbaijan and Armenia recognized the sovereignty and territorial integrity of each other’s countries in the joint statements after their meetings held in Prague and Sochi.
"Thus, the Karabakh conflict has remained in history," he noted, bypassing the fact that recognition of Armenia's territorial integrity requires, first and foremost, Azerbaijan to withdraw its troops from Vayots Dzor, Gegharkunik, and Syunik Provinces of Armenia.
Then Aliyev informed the participants of the aforementioned summit about the "large-scale work" aimed at returning the former forcibly displaced persons. Thus, Aliyev confirmed another violation of the tripartite statement of November 9, 2020; as point 7 of the statement notes that internally displaced persons and refugees return to the territory of Nagorno-Karabakh and neighboring regions—and under the supervision of the Office of the United Nations High Commissioner for Refugees (UNHCR). However, the authorities of Azerbaijan do not let UNHCR even close to those areas.
Aliyev did not miss the opportunity to thank his Turkish counterpart, as well as the presidents of Uzbekistan and Kazakhstan. The latter is formally a member of the same military alliance with Armenia, but it seems that the authorities of Kazakhstan are little concerned about such a contradiction. Then Aliyev complained that Armenia does not want to provide the "Zangezur corridor."
"The results of the second Karabakh war create new opportunities for the region. Azerbaijan actively promotes the creation of the Zangazur [(Zangezur)] corridor, and carries out large-scale activities related to the corridor in its territory. All the countries of the region will benefit from the opening of the Zangazur corridor," he said.
In addition, he accused Armenia of the "September provocation," as a result of which "Azerbaijan's armed forces were forced to take decisive steps."
"Armenia is trying to mislead the international community by accusing Azerbaijan of military aggression. We categorically reject those baseless claims. We fought in our lands and we crushed the Armenian army and expelled it from the lands of our ancestors," concluded the Azerbaijani president.
