Under the constitution, a new government is not formed, but Artsakh (Nagorno-Karabakh) de facto will have a new government, a minister of state who is empowered with all these rights. Artsakh President Arayik Harutyunyan announced this at Wednesday’s session of the Artsakh National Assembly.

"Today we have problems in carrying out work on the front line. It is necessary to discuss what the reason is for this, what is happening as a result of our political course, behavior or decisions and statements within the framework of our rights. We have to count all those dangers," the President of Artsakh said.
