One of the most important imperatives facing Artsakh (Nagorno-Karabakh) after November 9, 2020 was to ensure internal solidarity and unity in order to overcome, with dignity and without a shock, the problems that arose in the country. President Arayik Harutyunyan of the Artsakh Republic (AR) wrote about this on Facebook on Sunday.
"Nevertheless, the dissatisfaction and the atmosphere of mistrust among the public still persists, which obliges the authorities to take additional steps to ensure the stability of Artsakh's internal life and lasting peace.
We must admit that in the situation created in Artsakh after the 44-day war [in 2020], the state bodies created on the basis of the AR Constitution and laws, expressing people’s power, do not fully reflect the public sentiments, in some cases they do not have the necessary level of trust, which, in the conditions of today's uncertainties and constantly developing events, often gives rise to waves of objective and subjective discontent, lead to outbursts, internal shocks.
In recent days, I had many meetings, during which I presented the situation in the country, the internal and external threats and challenges.
Yesterday, I responded to the proposal of the representatives of the public sector, met with them, a constructive discussion took place, during which I highly appreciated the responsibility shown by those present for the future of Artsakh and their willingness to fight uncompromisingly.
After listening to the presented concerns and problems, I accepted the demand-proposal to create an advisory body attached to the President, composed of representatives of various regions of the Artsakh Republic, which should serve as a platform for discussing issues related to the country's internal and external policy, and have a key and weighty right to provide advice, recommendations. I am ready to start the work toward the implementation of this idea in the near future.
