Everyone has a choice, including a warm place abroad, the Russian authorities are not encroaching on it, but people who have made that choice will be second-rate outsiders there, Russian President Vladimir Putin said.

"Yes, everyone has a choice: some may want to live out their days in an arrested mansion with blocked accounts, or try to find a place in the seemingly attractive Western capital, or a resort in another warm place abroad. It is everyone's right, we are not even encroaching on it. But it's time to realize that for the West, such people have been and will remain second-rate outsiders with whom one can do whatever one wants," Putin said during his address to the Federal Assembly.

The president stressed that neither money, nor connections, nor bought titles will help in such a situation.

"They have to understand - they are second-rate there. But there is another choice - to be with their homeland, to work for their compatriots, not only to open new enterprises, but also to change life around them in the cities, villages, in their country. And we have many such entrepreneurs, such real fighters in business. They are the future of domestic business," the president said.
