Artak Beglaryan, the former state minister of Artsakh (Nagorno-Karabakh), made a post on Telegram about why the meetings of the authorities of Artsakh and Azerbaijan cannot be considered as a dialogue for the settlement of the conflict.

"Why can't the meetings between the authorities of Artsakh and Azerbaijan be considered as a dialogue for the settlement of the conflict?"

  1. Format: this is not a format guaranteed by the international community with certain rules and roles for all parties, unlike, for example, the format of the OSCE Minsk Group.
  2. Grounds: it has no formal (political and legal) grounds, there is no international or even bilaterally signed document.
  3. Topics: only relevant humanitarian and infrastructural topics were discussed. But in reality, the settlement of the conflict requires the discussion and resolution of many complicated, important and long-term issues.

So, despite Azerbaijani ambitions and fabrications, such meetings cannot replace the conflict settlement’s real international format, which is a necessity," Artak Beglaryan wrote.
