We are going through some difficult times. But this does not mean that we should be upset, complain, but rather we should simply draw conclusions. And this means that we ourselves should increase our defense capabilities, work on strengthening our security. Vahagn Khachaturyan stated this at his talk with a group of representatives of the local Armenian community at the Armenian embassy in Germany.

"Under these conditions, we have somehow managed to stabilize the situation, even though Azerbaijan makes provocations in different ways every day—like they shot here at this hour, they shot there at that hour—which have zero correspondence to reality because the Republic of Armenia does not in any way has any desire or sense to preemptively attack [Azerbaijan]; we don't have such a task," said the Armenian president.

"In our strategy, there is a task of neighborly living with our neighbors; we have only put a task of defense. One of the main tasks of today's [Armenian] government is to carry out serious work in that direction. It means to change the entire defense system, strategy, to make major reforms in the army, to be able to make the [Armenian] army modern," added Khachaturyan.
