In the trilateral statement of November 9, 2020 and the subsequent decree signed by the President of Russia, there is more talk of monitoring, rather than control, by the Federal Security Service (FSB) of Russia. Deputy Foreign Minister Vahan Kostanyan of Armenia told reporters about this on Monday.

"But the details of the unblocking are at the discussion phase. Before moving on to the details of the unblocking of [regional] communications, it is very important for Armenia to record that the unblocking should take place on the basis of the jurisdiction and sovereignty of the parties. Within its framework, Armenia has always shown constructiveness and was interested in implementing the process of unblocking communications," Kostanyan added.

"Ever since January 11, 2021, when the respective statement was signed, Armenia has shown and will continue to show constructiveness in this matter because we are interested in unblocking infrastructure and transport communications, as we believe that the ‘Armenian crossroad’ project has serious potential, considering taking into account the geopolitical developments and logistical problems that the world is facing today," he said.

"For the Armenian side, it is important that the unblocking of communications takes place within the framework of sovereignty and jurisdiction," said the Armenian official.
