It seemed to us that the Armenian side is successfully delaying in terms of the settlement of the Nagorno-Karabakh conflict; in fact, I come to the conclusion that Azerbaijan was the side delaying, and this has a number of justifications. Armenian Prime Minister Nikol Pashinyan stated this at Tuesday’s meeting of the National Assembly Inquiry Committee for Studying the Circumstances of the Hostilities Unleashed on September 27, 2020.

"If I don't go too far, the rejection of [the] Kazan [document] and the expansion of technico-military cooperation after that. After 2018, when we [i.e. Armenia] had a dynamics of economic growth, and deep reforms were started, including in the army, I do not rule out that this impetus played a role, and there is no need to delay because perhaps these changes will strengthen the positions of Armenia," the Armenian PM noted.

"If the graph of Armenia-Azerbaijan military expenditures is such that Azerbaijan is getting stronger, why rush? And when we see that the military expenditures of the Armenian side are showing trends to raise the nose, it can be a signal that maybe now is the time," said Pashinyan.
