I consider myself guilty of everything. Armenian Prime Minister Nikol Pashinyan stated this at Tuesday’s meeting of the National Assembly Inquiry Committee for Studying the Circumstances of the Hostilities Unleashed on September 27, 2020.

"But I have a problem here. When I take the paper and pen and start wording my own indictment, (…) somewhere I enter a dead end. It is said: ‘You should have gone, accepted this, you didn't accept [it], you are guilty.’ It was an impossible thing, not in the sense that it was not feasible, but it was not right, it could not have been done," he noted.

"I also expect the [parliamentary] opposition to help in this matter. (…). Dear colleagues [of the parliamentary opposition], your problem is that in one sentence you accuse me of handing over Kovsakan [(Zangelan) region of Nagorno-Karabakh to Azerbaijan], in another sentence you accuse me of not handing over Zangelan," Pashinyan stated.

"This is not a political form. I find myself and feel guilty. But when I write my indictment, I stand in front of a dead end, I stand in front of Zangelan," said the Armenian premier, addressing the parliamentary opposition.

Also, he noted that those seven regions are part of them according to the Nagorno-Karabakh constitution.

"How does the Prime Minister of Armenia go to negotiate about handing over or not handing over the territory of another country?" asked Nikol Pashinyan.
