We believe that Azerbaijan shall announce the recognition of territorial integrity. Ruben Rubinyan, deputy speaker of the National Assembly of Armenia, stated this on the air of RFE/RL Armenian Service.

"When [European Council President] Charles Michel announced that Azerbaijan and Armenia recognized each other's territorial integrity, after that no disagreement or denial was heard from the Azerbaijani side. There is also the bad part that Azerbaijan itself did not announce it, which is a problem. We believe that Azerbaijan shall announce the recognition of [Armenia’s] territorial integrity," said Rubinyan.

To the question why Armenia is in a hurry to give up its main playing card by recognizing Artsakh (Nagorno-Karabakh) as part of Azerbaijan if it has not received anything in exchange, Rubinyan responded: "First, what Armenia did, it did in 1991. Therefore, what is it about hurrying or not hurrying? Foreign critics say that in Prague in 2022, Armenia and Azerbaijan did something new. But in Prague in 2022, Armenia and Azerbaijan merely reaffirmed that they recognize each other's territorial integrity based on the declaration and protocols ratified in 1991."

"In general, there has been a philosophical debate for a long time in our domestic political arena, or at least in the parliament. The question is: shall Armenia have borders or not? For example, I sometimes have the impression that our opposition partners have a position that Armenia shall not have borders; naturally, with the idea that it might be possible to expand that border endlessly. But they do not realize that these borders can not only expand, but also expand in the opposite direction. According to our position, Armenia has borders; it is not up to us to decide whether it will have or not.”
