Artsakh (Nagorno-Karabakh) Minister of State Gurgen Nersisyan told this to the Public Television of Armenia, addressing the question of what is known about Artsakh President Arayik Harutyunyan’s letter to Russian President Vladimir Putin.

"It is clear that the Artsakh side cannot sit idly by, it must present the situation to those entities that also have certain obligations they have taken on. I believe if there is information about it, the author of the letter will provide additional information," Nersisyan said.

As for the Artsakh President’s recent statement that the handing over of Lachin and Berdzor settlements to Azerbaijan was forced by the Russian peacekeepers in Artsakh in order to avoid a large-scale attack by Azerbaijan, Artsakh's state minister said: "I don't have detailed information about it, I will refrain from making statements about it."
