What’s left for the international community (primarily the United Nations Security Council), is to take comprehensive and urgent measures to properly implement the decision of the UN Justice Court of February 22, especially in the face of the complete suspension of humanitarian aid since June 15, former State Minister, former Ombudsman of Artsakh, Artak Beglaryan, said in his Telegram channel.

“What does the decision of the International Court of Justice of July 6 on Armenia's statement on the installation of an Azerbaijani checkpoint in the Kashatagh (Lachin) corridor mean?

  1. The Court confirmed its decision of February 22, 2023, by which it ordered Azerbaijan to take all measures to ensure the uninterrupted movement of citizens, vehicles and goods in both directions through the Lachin corridor. This confirmation already means the position of the court that Azerbaijan has not fulfilled that decision and is obliged to fulfill it.
  2. The Court considered that there was no need to supplement the decision of 22 February 2023. In other words, it is assumed that the court did not choose to go into details of various political and technical issues: in any case, the details of this decision can be clearly understood when its reasons are published in a few days.
  3. Obviously, this decision does not mean the legitimization of the Azerbaijani illegal checkpoint, but it can also have a contradictory interpretation, since it confirms the existence of a disturbed traffic. The court does not refer to the means, with which the Azerbaijani side disrupts the movement (checkpoint, army, concrete barriers, terrorist activists).
