Azerbaijan's behavior is the consequence of the amorphous and toothless policy of the international community. David Babayan, advisor to the Artsakh (Nagorno-Karabakh) president, told this to Armenian News-NEWS.am.
"During the restoration of [natural] gas supply [to Artsakh], there were people who became happy. But we must realize who we are dealing with and be more careful in such a case because they [i.e. the Azerbaijanis] do nothing just like that. This is a form of torture; there is no other explanation. And the ban on the entry of the Red Cross is just a pretext, a policy so that later they install a customs office or a form of torture. But this is the consequence of the fact that we have an amorphous concept in terms of the international community. They are not taking any steps to prevent this unbridled behavior [by Azerbaijan]," Babayan said.
According to him, everything is expected from Azerbaijan, it is trying to colonize Artsakh, but the time has come to talk honestly with a number of countries, and there is a need to have the final position of Armenia on the matter.
"We [i.e. the people of Artsakh] need everything; but most of all, the care of the Armenian people. Already in some media, the term ‘Nagorno-Karabakh’ is being used [instead of ‘Artsakh’], which is terrible. But we need to know the viewpoint of the Armenian people once and for all; maybe they want it that way. Russia also should express a clear position. Is there a clause in that ill-fated agreement by which Azerbaijan shall set a checkpoint? If not, then Russia should fulfill its obligations. This issue should be resolved at the level of the Kremlin; that's why we are turning to the President of the Russian Federation," emphasized the advisor to the President of Artsakh.
