The statement of the Ministry of Foreign Affairs of the Russian Federation dated July 15, 2023, commenting on the tripartite statement on [Artsakh] Karabakh dated November 10, 2020 and the peace process between Baku and Yerevan, causes "bewilderment and disappointment," Azerbaijani Foreign Ministry says.

“Today's statement by the Russian Foreign Ministry does not comply with the Declaration on Allied Interaction between the Republic of Azerbaijan and the Russian Federation and the speeches of Russian President Vladimir Putin in support of the territorial integrity and sovereignty of Azerbaijan, including the Karabakh region.

The Ministry considers it unacceptable for the Russian Foreign Ministry to interpret and condition the territorial integrity and sovereignty of Azerbaijan in the context of the fact that the Prime Minister of Armenia, which has held Azerbaijani territories under occupation for almost 30 years, recognizes Karabakh as part of Azerbaijan.

The Ministry notes that today it is Azerbaijan that is taking effective steps to achieve progress in the peace process with Armenia.

In addition, Azerbaijan has constantly demonstrated its commitment to the tripartite statement of November 10, 2020,” the statement reads.

At the same time, the ministry once again blames other parties that signed the tripartite statement of not fulfilling obligations, but certainly not its own country, which subjected the people of Artsakh to the most severe hardships.

“At the same time, Armenia has not yet fulfilled most of its obligations under this statement, and the Russian side has not ensured the full implementation of this document. Despite Azerbaijan's repeated warnings about illegal activities using the [Berdzor] Lachin road, in particular, the transportation of military cargo and mines from Armenia to Azerbaijan, the rotation of illegal military units, the smuggling of third-country nationals into the territory, no steps have been taken to prevent these actions," the Azerbaijani side further states.

“In order to stop these illegal actions, Azerbaijan, in full accordance with international law, established the Lachin border checkpoint,” Azerbaijani Foreign Ministry says, repeating another one of its many lies.
