Azerbaijan does not allow the transfer of the body of Helen Dadayan, 21, who died in the tragic accident on the Gyumri-Yerevan motorway on August 14 that killed 11 people, back to Artsakh (Nagorno-Karabakh). Her uncle, Mushegh Safaryan, told Armenian News-NEWS.am about this on Friday.

"The Red Cross says that they will try to do something today as well, they will give an answer tomorrow, but I don't believe it anymore. I can record that the Artsakh authorities are incompetent, and the Red Cross has failed in its mission. The authorities of Armenia are also incompetent; it is true, we have not petitioned to them, but they have not tried to contact us in any way. I am currently still in Goris [city of Armenia]. The child's parents want to transport the body [back to Artsakh] at any cost. We will not give up," Safaryan said.

And Zara Amatuni, Communication and Prevention Program Manager of the International Committee of the Red Cross (ICRC) Armenia office, told us that the ICRC, as a neutral humanitarian mediator, conducts a dialogue with both sides, but cannot publicize their position.

"We can only reaffirm that the Committee is ready to fulfill its mission in favor of the humanitarian issue, but the decision is not in our hands, other parties. And in case of disagreement of one party, we cannot carry out the action," Amatuni said.
