Well, you just have to implement the arrangements, and that is the guarantee; a very simple answer. Maria Zakharova, the official representative of the Russian Ministry of Foreign Affairs, stated this during Wednesday’s press briefing. She noted this to the remark that Russia proposes a direct dialogue between Nagorno-Karabakh and Azerbaijan and the latter insists on holding a meeting on its territory, and asked whether Russia guarantees the safety of the members of the Armenian delegation, taking into account the fact that the Azerbaijanis are abducting the Armenians passing through the Azerbaijani checkpoint installed in the Lachin corridor.

"If you have agreed on something, let alone signed it, especially at the highest level, it must be implement, not make other interpretations, invent new constructions, involve third parties—not even a third, some fifth and tenth—and some bead game.

"There are agreements, and they must be fulfilled; this is the guarantee. As soon as dishonesty begins in the execution of agreements, there are no more guarantees there. It is necessary to implement what we have agreed. I am telling you about a 180-degree fundamental change in the position of the leadership of Armenia on an important issue.

"The position [of Armenia’s authorities] has drastically changed on a key issue; that is, on a key issue for Yerevan itself. But this is the issue of Yerevan, this is the issue of making their internal decisions, and so on. But there are obligations that have been reached and sealed with signatures. But those obligations, if they have not been canceled, have been reaffirmed many times, and their fulfillment is a guarantee," said Zakharova.
