Addressing the topic of enclaves is inevitable for a simple reason because the 29,800 square kilometers of Armenia includes Artsvashen village. Armenian Prime Minister Nikol Pashinyan stated this in an interview to Public Television.

"No authorities of Armenia have the right to give up on that sovereign territory of Armenia. This is where that question rises. But there is an important nuance here, that whoever talks about enclaves should put a map on the table.

"When a map is placed on the table, there cannot be a map on only one point. On the other hand, this is not a very simple question. When the question of enclaves is raised, many questions will rise. There is a question of delimitation of the borders of these enclaves, there is a question of access to these enclaves, there is a question of servitude, there is a question of border protection, there is a question of the presence and non-presence of armed forces in those areas. An ‘enclave’ means you have to cross someone else's territory. How should you pass through someone else's territory? What are the legal nuances of this matter? There are several options for resolving these issues. One is that we are settling all these issues and this issue is being resolved amid peace. The second option is that we see it is so complicated that an agreement is reached that the enclaves across the border remain within the territories of the countries by which they are enclosed. But this should also be the subject of the agreement, further ratification.

"Our task today is not to allow any issue to become a justification for further escalation on the grounds that Armenia refuses to discuss, avoids discussion and solutions. In order not to allow escalation, we should not think about delaying the issues, complicating the issues, making them incomprehensible. We really need to go to solutions, and these solutions should be reasonable and transparent to rule out conspiracy theories," emphasized the Armenian premier.
