The fact that 23 Armenian captives are still being held in Azerbaijan, the other facts—the rhetoric—these are perceived negatively by Armenia, and these actions by the leadership of Azerbaijan are getting strict evaluations by Armenia. Vahan Kostanyan, Deputy Minister of Foreign Affairs of Armenia, said this on the air of the Public Television Armenia.

"But, nonetheless, the Armenian government continues to take purposeful steps to build peace and stability in the South Caucasus; in particular, to normalize relations with Azerbaijan. And the solution of humanitarian problems has always been discussed during these years during the negotiation process and also in the meetings between the leaders of the two countries.

“Unlike the Azerbaijani side, which has continuously violated these agreements—even reached in Brussels, the Armenian side is interested in solving humanitarian problems, and we are carrying out our ‘homework’ in this direction. As you mentioned, new maps have been drawn up, at the same time, we believe that all other humanitarian problems which are currently in the Azerbaijani ‘field,’ they also shall get their solution," Kostanyan added.

The Armenian deputy FM said that another issue that both countries have been raising in the last two years is the issue of finding out the fate of the missing.

"We have done some work internally in this direction as well, to find out what information there is that can be collected. The problem of the missing persons is important for the Armenian side, and is painful, too, because since the [19]90s, there are a total of 993 cases related to the 44-day war [in 2020] related to the missing persons, forced disappearances, the finding out of whose fates is of great importance for Armenia and their families," Kostanyan said.

Referring to the latest reactions from Azerbaijan, the deputy foreign minister of Armenia noted that the statements by the Azerbaijani foreign ministry raise doubts that the Azerbaijani side is at all interested in the normalization of relations and establishment of peace with Armenia, and confidence-building measures are of great importance in this regard.

"Ultimately, Azerbaijan shall answer whether or not they are interested in confidence-building measures and the establishment of peace, because the statements coming from Baku are quite contradictory," Kostanyan added.
