The provocation carried out by the Azerbaijani armed forces against the Armenian positions at the village of Nerkin Hand in Syunik Province, as a result of which the Armenian side has 4 casualties and 1 wounded, is technically within the jurisdiction of the International Criminal Court, as the statute of the court applies to the territory of Armenia. Yeghishe Kirakosyan, the representative of Armenia's on international legal affairs, stated this in an interview with the Public Television.

He said that their team is currently studying today's events to determine what description should be given to this incident—a war crime, or something else.

"In September 2022, near Lake Sev, the Azerbaijanis had shot to death the [Armenian] military personnel who had laid down their weapons, and it was an obvious war crime. In relation to this case, it is necessary to determine what description should be given. I don't want to rush, but if there are grounds to describe it as a war crime, then yes, the jurisdiction of the [International Criminal] Court can act. The jurisdiction of the International Criminal Court extends more objectively to other cases; for example, the forced displacement of our compatriots from Nagorno-Karabakh is an obvious crime, in which case, I believe, the Court's jurisdiction applies," Kirakosyan noted.
