Edmon Marukyan, the Ambassador-at-Large of Armenia, has noted that Azerbaijan's impunity provokes new crimes.

“When you are not sanctioned for occupation of the sovereign territories of the Republic of Armenia, when you are not sanctioned for aggressive unprovoked war against peaceful people of Nagorno Karabakh and ethnic cleansing of more than 100k people of Nagorno Karabakh from their ancestral lands and homes, then you aggressively attack your neighbor killing more peaceful people. I am talking about the leadership of Azerbaijan implying that impunity provokes new crimes,” Marukyan wrote on X, former Twitter.
