Russia stands in favor of solving all the disputed issues between Azerbaijan and Armenia exclusively through political and diplomatic means. Andrey Nastasin, Deputy Director of the Information and Press Department of the Russian Ministry of Foreign Affairs (MFA), stated this at the weekly press briefing Wednesday—and indirectly answering the question about massive weapons purchases by Azerbaijan—in particular, from such countries as Turkey, Israel, Italy, and Serbia—after the 2020 war in Nagorno-Karabakh.

Moreover, as the reporter noted in his question, these arms purchases are taking place against the backdrop of Baku calling the territory of the Republic of Armenia "Western Azerbaijan;" that is, it is preparing a basis for a new military aggression against Armenia.

"The pro-Westerners want to destabilize the region, turn it into another hotbed of tension or even a second front near the borders of Russia. That is why they are trying to penetrate all spheres of our [i.e. Russia’s] multilateral relations with regional partners, paying special attention to the topic of security.

To avoid escalation [of tension], we call on Baku and Yerevan to exercise caution, avoid belligerent rhetoric, and focus the efforts on finding mutually acceptable solutions that will contribute to the rapid achievement of sustainable peace and prosperity in the South Caucasus region. (…) the only ‘roadmap’ for this is the implementation of the tripartite agreements [reached] between the leaders of Russia, Azerbaijan, and Armenia," Nastasin said.
