The Yerevan Dialogue is an important platform for discussing issues of international and regional agenda, sharing views, and proposing ideas. Armenian Prime Minister Nikol Pashinyan stated this in his address at the Yerevan Dialogue 2024 international forum Tuesday.

"I want to address the question that interests this audience the most: is lasting and stable peace in the South Caucasus region possible, and is it realistic? This is a question that not only Armenia should answer. I will try to answer the question for our part and I will answer from Armenia's point of view.

Lasting peace in the South Caucasus is not only possible, but also realistic. Now I will try to present the justifications of our position with several key points.

I need to reflect on the peace treaty negotiations between Armenia and Azerbaijan. You have heard a lot that 80 percent of the draft treaty has been agreed upon. According to the current results of the draft peace treaty, 13 articles and the preamble of the draft have been fully agreed upon. Three more articles consisting of two sentences are partially agreed upon. One of the sentences in those articles is agreed upon, the other is not.

Armenia, taking into account that the agreed provisions include all, key internationally understood cornerstone provisions of establishing relations, we propose to take what is currently agreed upon, sign it, have a fundamental document, and then continue discussions on the rest of the issues. Especially since one of the agreed articles of the peace treaty envisions a mechanism that will enable both sides to continue discussions through a joint mechanism. Not to mention, the agreed part of the peace treaty envisions a provision on establishing diplomatic relations between Armenia and Azerbaijan. Therefore, we can go to such solutions. We [i.e. Armenia] have made that proposal publicly and officially. I express my readiness to sign the agreed text of the peace and relations establishment treaty in the near future," the Armenian PM said.

According to Pashinyan, the next important topic is the border delimitation process, where there is also a significant shift.

"This shift is expressed by the fact that the respective commissions of Armenia and Azerbaijan recently signed the regulation on the joint activity of border delimitation commissions. In that regulation, what was announced by the parties in the statement of April 19 is recorded. That is, the Almaty Declaration [of 1991] is recorded as the basic principle of the border delimitation process, and it is recorded that the parties will be guided by that declaration in the border delimitation process. Now this regulation is undergoing domestic procedures for internal coordination. I am convinced that in Armenia we will do everything to complete it. The government has accepted the draft, sent it to the Constitutional Court to adopt the constitutionality," Pashinyan emphasized.
