According to the Crossroads for Peace project of Armenia, the regional roads must operate without bypassing or without harming or undermining Armenia's sovereignty, territorial integrity, and jurisdiction. Armenian Prime Minister Nikol Pashinyan stated this during the Second Global Armenian Summit Wednesday.

"When we were talking about the opening of regional communications, Azerbaijan's reaction was that, ‘Very well. Armenia does not want [it]; we will implement these projects through the territory of Iran.’ First of all, I want to officially record once again that Armenia wants and is ready to provide passage to Azerbaijan under the same conditions as Iran, exactly the same conditions. Moreover, we [i.e. Armenia] do not rule out also certain simplifications of the procedures, and we perceive this in the logic of bilateralism. (…) we honestly and transparently say that we are ready to provide that road [to Azerbaijan]. Of course, we are not against them going through Iran; it is the matter of relations between Iran and Azerbaijan. But we reaffirm that we are also ready to provide under the same conditions," said the Armenian PM.
