The primary function of the regulation of the border security commission is to resolve disputes not through the use of military instruments or force, but within the framework of a platform that will be created upon mutual approval. Armenian Deputy Prime Minister Mher Grigoryan stated this during Tuesday’s National Assembly debates on the matter of ratification of the aforesaid regulation.

In Grigoryan’s opinion, questions may arise if one of the parties suddenly decides to resort to a military solution to a controversial or conflict situation in the event of the implementation of this program.

"We [i.e. Armenia] have not given [Azerbaijan] any reason for such development of the situation," added Grigoryan.
