Hraparak daily of Armenia writes as follows, in particular: The foreign ministers of the two countries [i.e. Armenia and Azerbaijan] also participated in the [Azerbaijani president Ilham] Aliyev-[Armenian PM Nikol] Pashinyan talks in Kazan [Russia] on October 24.

During the meeting, the [Armenian] captives [in Azerbaijan] were discussed. When [Armenian FM] Ararat Mirzoyan offered Aliyev to return at least some of the captured [Armenian] servicemen in exchange for their [i.e. Armenia’s] participation in [the] COP29 [climate conference to be held in the Azerbaijani capital of Baku next month] and guaranteed that in that case he would personally go to Baku to participate in the event, instead of answering the question, Aliyev asked Pashinyan a question:

"And why don't you demand Ruben Vardanyan [i.e. former state minister of Artsakh (Nagorno-Karabakh), world-famous businessman and philanthropist who is imprisoned in Azerbaijan]?" "Because I know you won't give [him]," Pashinyan replied.

Aliyev continued: "Instead, they are demanding [him] from another country; [Russian President Vladimir] Putin is demanding him."

By the way, Ararat Mirzoyan told the CC [i.e. the ruling majority Civil Contract Faction in Armenia’s parliament] MPs about this conversation during a closed meeting held on Friday evening.
