The acquisition of Armenian citizenship does not in any way affect the right of return. Deputy Minister of Internal Affairs of Armenia, Armen Ghazaryan, stated this during the parliamentary debates Friday on the acquisition of Armenian citizenship by those Armenians who were forcibly displaced from Nagorno-Karabakh.

"The right of return is not enshrined as a clear right in many places in the international legal system. There are certain references to it in the 1966 Covenant on Civil and Political Rights, as well as in the European Convention on Human Rights.

Now it will happen or not, that's another circumstance. Besides, there is also the interim judgment of the International Court of Justice, where it is mentioned. There's the quote there, and here the acceptance or not of citizenship has no influence on this topic—and that is clear,” Ghazaryan said.
