Having taken control of Artsakh (Nagorno-Karabakh) and some lands from the sovereign territory of Armenia, Azerbaijan now posits new conditions for peace with Armenia.

"In order to achieve peace, the Armenian Constitution must be amended," Deputy Foreign Minister of Azerbaijan Elnur Mammadov said this at the event titled "Main Obstacles to the Signing of the Peace Agreement between Azerbaijan and Armenia," APA reports.

According to the Azerbaijani official, there are two main obstacles to achieving lasting peace between Armenia and Azerbaijan, one of which is in the Armenian constitution. Mammadov added that the provision "Karabakh is part of Armenia" is accepted as a basis in the Armenian constitution.

"After the liberation of our territories from occupation in 2020, Azerbaijan made peace proposals to Armenia for the first time in 2021. A country that wins a war never makes peace proposals to the other side, but we [i.e. Azerbaijan] did. We have developed the basic principles for peace. In 2020-2022, we did not know what Armenia's aspirations were. After that, we held detailed discussions. These discussions were held in the United States, Russia, and Kazakhstan. During those discussions, we tried to draft a peace agreement. There are two main obstacles to achieving lasting peace between Armenia and Azerbaijan. One of them is in the constitution of Armenia. This obstacle is also reflected in the Act of Independence of Armenia,” said the deputy FM of Azerbaijan.
