At Friday's Cabinet meeting, the Armenian government approved the signing of the Council of Europe (CoE) Framework Convention on Artificial Intelligence, Human Rights, Democracy and the Rule of Law.

The respective rationale states that this framework convention is open for signature not only to CoE member countries, but also to non-member countries.

The convention will enter into force upon signature by five countries, including ratification by three CoE member states.

This convention is the first international legal document that aims to ensure the protection of fundamental human rights in the use of artificial intelligence (AI).

AI systems, in the absence of appropriate legal regulations and controls, can threaten human rights, democracy, and the rule of law.

Considering the fact that there are still no sufficient legal regulations in this sector in Armenia, the signing of this convention will provide an opportunity to develop the country’s legal framework in the use of AI—and through close cooperation with international partners.
